The Government operates the National Strategy for control of HPAI on the basis of the ‘Integrated National Operational Program for Avian and Human Influenza 2006-2010’ or the ‘Green Book’.
Viet Nam continues to implement key control measures which include rapid response around outbreak areas with focused culling of infected birds, improvement in bio-security of medium and large-scale poultry farms, restructuring of markets in urban city areas like Hanoi and Ho Chi Minh City.
Since the onset of the HPAI in 2004, FAO has assisted Viet Nam with capacity building in the animal health sector through generous donor support. Key donors of FAO Viet Nam’s HPAI control activities are the Governments of United States of America and Japan, and through Joint Government-UN Programme (UN-Joint Programme) which earns generous contribution from the Governments of Australia, Canada, Finland, Japan, Luxembourg, New Zealand, Netherlands, Sweden, Switzerland and the United Kingdom.

AO works in an integrated manner with other UN, government and non government agencies to provide technical support and assistance for development of :
National Strategy and policy advisory to limit the spread of HPAI;
Long term solutions towards safer, more efficient poultry production, including improved biosecurity and revision of policies, practices and institutions affecting the poultry production sector;
Capacity building of the veterinary services, especially in disease surveillance, laboratory diagnosis, vaccination, outbreak response, culling, and other technical areas related to prevention and control of HPAI;
Research and capacity support for the development of poultry vaccines for HPAI;
Communication coordination, planning and support for the development of the National Strategic Framework for Avian and Human Influenza Communications (2008-2010), prepared by the Partnership on Avian and Human Influenza (PAHI).
